 OPT TO F1 for H1 approved

Just wanted to inquire about the process of changing status from OPT to F1 for H1 approved people or after October 1, H1 to F1 process. Is it like lengthy and hectic or just simple. If any one has done the same or know something about it please let me know. Also, I heard that if you transfer H1 to F1 after October 1 then you dont have to wait in the lottery. BTW I have my bachelors degree right now and planning to study Masters. I ruined my OPT period by getting stuck in a dhoti consultancy jobless. Please share your views and thanks for your reply in advance. Or if you guys know any nepalese immigration lawyer then please give it to me.
