yes I applied for MRP from the Embassy in D.C. I travelled to D.C from west coast. They do live enrollment from the embassy, which is they fill up the form online take the picture and send the data to Nepal ready to be print. The passport will be printed next day in Nepal. They send the passport to the D.C embassy in bulk amount which means they will wait for more passports to be sent to D.C embassy( this might take time). If you want your passport to be sent as soon as possible, then you can send some one to the Minisitry of Foreign Affairs in Nepal, give them the details about you, pay the DHL fee and they will send your passport to the Embassy (Embassy officals will also explain this process). I applied on 22nd November and my passport is has been sent from Nepal on 28th November. I am expecting to get it this week.
